Through a competitive bidding process, Lakeshore Engineering was awarded the contract to construct a new 3 MGD wastewater pollution control plant for Rockdale County Water Resources.

​The initial bid exceeded the County’s budgeted funds. To address this, Lakeshore collaborated with the owner and an external engineer to conduct a Value Engineering analysis, reducing the project cost by over $3 million. These cost savings, achieved through longstanding vendor relationships and efficient planning, were passed directly to the owner, enabling the project to proceed.

Lakeshore self-performed all civil and mechanical work, including installing the piping system. Extensive BMPs were installed to prevent the migration of silt into the adjacent stream to maintain the site's NPDES requirements. The stream's quality was maintained throughout the project, even during periods of abnormally high rainfall without incident.

Over 10,000 CY of concrete was placed, with structural walls over 20 feet tall. A modular forming system improved efficiency and finish quality. The pump station included a complex bypass system and an epoxy-coated wet well for long-term durability.

All underground piping was encased in a rebar-reinforced concrete encasement, and piping locations were accurately recorded using field engineering equipment. The information was then integrated into the County’s GIS system and project record documents.

Completed on time and under budget, the GEFA-funded project met all SRLF requirements and operates at full design capacity with no compliance issues.
